CCCW Proposes a CAFO Moratorium to the Curry County CommissionCONCERNED CITIZENS FOR CLEAN WATER, INC. 1415 SR 311 Clovis, NM 88101-1253 (505)985-2180Curry County Commission County Courthouse 700 North Main Street Clovis, New Mexico 88101 February 5, 2002 Dear Commissioners: As representatives of our community, you are charged with protecting the health and welfare of our people, as well as the quality of the environment in which we all live. We are gravely concerned that the large number of dairies that now exist in Curry County, and the large numbers scheduled to move into the County, are adversely affecting our health, our water supply, and our air quality. Massive amounts of manure are now being generated in Curry County on a daily basis. This manure is producing noxious odors. Manure lagoons are spawning large numbers of flies and mosquitoes (mosquitoes were virtually unknown here in Curry County before the advent of the dairy industry). This manure’s excessive salt content and nitrate content, over time, is a threat to the land it is applied to and is a threat to our sole source of domestic drinking water, the Ogallala Aquifer. We are also concerned about the negative economic impact these large numbers of dairy operations will have on our area’s future economic development and our property values because of the odors that are permeating the city of Clovis and other parts of Curry County. We hereby formally request that the Curry County Commission enact a five-year moratorium on new dairy construction and existing dairy expansion until an environmental impact study and an economic impact study can be conducted. Sincerely, Concerned Citizens for Clean Water, Inc. Paul Elders, Founder
