(DFA) in Lovington, NewMexico agreed in October 2001 to pay $100,000 for violationsof the state Water Quality Act.In April 2001, waste from the DFA plantwas overflowing directly from City ofLovington manholes onto private propertybecause the Lovington waste watersystem was unable to handle the volumeof waste generated by the DFA, whichwas discharging the waste without therequired ground water discharge permit.
